gnu-maintenance: Switch to ftp.mirrorservice.org for KDE updater. 

mirrors.mit.edu seems no longer available over FTP.

* guix/gnu-maintenance.scm (latest-kde-release): Change from mirrors.mit.edu
to ftp.mirrorservice.org.
