vm: Avoid resetting timestamps twice.

* guix/build/vm.scm (initialize-hard-disk): Don't call
  'reset-timestamps' when REGISTER-CLOSURES? is true.
* guix/build/install.scm (register-closure): Mention timestamps in
  docstring.
