gnu: flatpak: Use glib-or-gtk-build-system. 

This wraps 'flatpak' such that GIO_EXTRA_MODULES is set, thereby
allowing GIO (part of GLib) to find the GnuTLS-based TLS backend that
glib-networking provides.
