build-system/python: Honor the 'python2-variant' property of packages.

Fixes <http://bugs.gnu.org/22437>.
Reported by Leo Famulari <leo@famulari.name> and others.

* guix/build-system/python.scm (package-with-explicit-python): Add
  #:variant-property and honor it.
(strip-python2-variant): New procedure.
