emacs: Add and use 'guix-concat-strings'.
* emacs/guix-utils.el (guix-concat-strings): New function. * emacs/guix-pcomplete.el (guix-pcomplete-short-options): Use it. * emacs/guix-base.el (guix-get-package-strings): Likewise.
