gnu: perl: Work around "dotless @INC" build issues. 

* gnu/packages/perl.scm (perl-task-weaken)[arguments]: New field.
(perl-unicode-normalize): Likewise.
* gnu/packages/web.scm (perl-http-server-simple)[arguments]: Add #:phases.
