import: pypi: read requirements from wheels.

* doc/guix.tex (Invoking guix import): Mention that the pypi importer
works better with "unzip".
* guix/import/pypi.scm (latest-wheel-release,
wheel-url->extracted-directory): New procedures.
* tests/pypi.scm (("pypi->guix-package, wheels"): New test.
