ui: Make diagnostic message prefix translatable. 

* guix/ui.scm (define-diagnostic): Expect PREFIX to be enclosed in
'G_'.   Emit call to 'gettext' on PREFIX.
(warning, info, report-error): Wrap prefix in 'G_'.
