gnu: irssi: Move to irc.scm.

* gnu/packages/irssi.scm (irssi): Move from here ...
* gnu/packages/irc.scm (irssi): ... to here.
* gnu/packages/irssi.scm: Delete file.
* gnu-system.am (GNU_SYSTEM_MODULES): Remove irssi.scm.
