guix system: Always add zero previous entries in grub.cfg for 'init'. 

* guix/scripts/system.scm (grub.cfg): Remove.
  (perform-action): Call 'operating-system-grub.cfg' with the empty list as
  the 2nd argument when ACTION is 'init.
