guix package: '--upgrade' preserves package order.

* guix/scripts/package.scm (options->installable)[upgraded]: Use 'fold'
instead of 'fold-right'.  This reverts
eca16a3d1d.
* tests/guix-package-net.sh: Add 'guix package u' test.
