build-system/perl: Add handling of flags for parallel build and testing. 

* guix/build-system/perl.scm (perl-build): Add support for variables
    parallel-build? and parallel-tests?.
* guix/build-system/gnu.scm (gnu-build): Add a line break for clarity.
