Set 'LC_ALL=en_US.utf8' in systemd '.service' files.

* etc/guix-daemon.service.in (Environment): Quote the 'GUIX_LOCPATH'
value; add 'LC_ALL'.
* etc/guix-publish.service.in (Environment): Likewise.
