gexp: Properly report substitution errors. 

* guix/gexp.scm (gexp)[substitute-ungexp]: Wrap body in 'with-syntax'
and pass EXP as the last argument to 'syntax-error'.
[substitute-ungexp-splicing]: Pass EXP as the last argument to
'syntax-error'.
