gnu: libtiff: Fix CVE-2016-5314.

* gnu/packages/patches/libtiff-CVE-2016-5314.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/image.scm (libtiff/fixed): Use it.
