gnu: fish: Move to shells.scm.

* gnu/packages/fish.scm (fish): Move from here ...
* gnu/packages/shells.scm (fish): ... to here.
* gnu/packages/fish.scm: Delete file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Remove fish.scm.
