* gnu/packages/messaging.scm (hexchat): Update to 2.12.4.
[source]: Remove incorrectly bootstrapped files.
[native-inputs]: Add autoconf, autoconf-archive, automake, libtool,
pkg-config.
[arguments]: Add ‘bootstrap’ phase.
