gnu: Adjust to PCRE split.

This is a followup to commit 6d49ca3bad.

* gnu/packages/databases.scm (4store)[inputs]: Remove PCRE.
[native-inputs]: Add PCRE:bin.
* gnu/packages/web.scm (httpd): Likewise.
