gnu: gnupg: Update to 2.1.16.
* gnu/packages/gnupg.scm (gnupg): Update to 2.1.16. [arguments]: Remove obsolete substitution from 'patch-paths' phase. Remove 'set-home' phase. Add 'set-gnupg-home' phase.
