* guix/build/linux-initrd.scm (pidof): New procedure.
  (mount-root-file-system)[mark-as-not-killable]: New procedure.
  Use it for unionfs when VOLATILE-ROOT?.
* gnu/services/base.scm (%do-not-kill-file): New variable.
  (user-processes-service)[stop]: Honor it.
