gnu: Add (gnu packages haskell-apps).

* gnu/packages/version-control.scm (darcs, git-annex): Move to...
* gnu/packages/haskell-apps.scm: ... here.  New file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
