store: Add `query-path-hash'.

* guix/store.scm (write-arg, read-arg): Add `base16' literal and
  corresponding rule.
  (query-path-hash): New operation.

* tests/derivations.scm ("fixed-output derivation"): Check whether
  `query-path-hash' returns a bytevector.
