activation: Pass '-d HOME' to 'usermod'.
Fixes a bug whereby changes to user home directories in the OS config would never be effective. Reported by Pierre Neidhardt <ambrevar@gmail.com>. * gnu/build/activation.scm (modify-user): Pass '-d HOME'.
