gnu: ruby: Fix build failures after updating to 2.4.2. 

* gnu/packages/ruby.scm (gem-directory): New procedure.
(ruby-ansi, ruby-ae)[arguments]: Use it to determine gem install directory
instead of relying on the ruby (patch) version.
