gnu: dcmtk: Update to 3.6.4.

* gnu/packages/image-processing.scm (dcmtk): Update to 3.6.4.
[inputs]: Add libjpeg.  Order alphabetically.  Move doxygen…
[native-inputs]: …here.  Remove perl.  Order alphabetically.
