build: syscalls: Add clone.

* guix/build/syscalls.scm (clone): New procedure.
  (CLONE_NEWNS, CLONE_NEWUTS, CLONE_NEWIPC, CLONE_NEWUSER, CLONE_NEWPID,
  CLONE_NEWNET): New variables.
* tests/syscalls.scm ("clone"): New test.
