gnu: xyce: Use Bison 3.0. 

Xyce requires Bison 3.0 at the latest.

* gnu/packages/bison.scm (bison-3.0): New variable.
* gnu/packages/engineering.scm (xyce-serial)[native-inputs]: Use
BISON-3.0 instead of BISON.
