* guix/build/utils.scm (copy-recursively): Add #:keep-mtime? parameter
  and honor it.
* guix/build/gnu-build-system.scm (unpack): Use #:keep-mtime? #t.
* gnu/packages/admin.scm (shadow)[arguments]: Remove 'reset-timestamps'
  phase.
