gnu: ruby-concurrent: Remove dependencies. 

ruby-timecop and ruby-yard will links in a circular dependency chain after
ruby-rack is updated.

* gnu/packages/ruby.scm (ruby-concurrent)[arguments]: Remove
timecop-dependent tests.
[native-inputs]: Remove ruby-timecop, ruby-yard.
