maint: Add 'update-NEWS' target.

* build-aux/update-NEWS.scm: New file.
* Makefile.am (EXTRA_DIST): Add it.
(GUIX_MAINTENANCE_DIRECTORY): New variable.
(update-NEWS): New target.
(.PHONY): Add it.
