gnu: Move cflow, Complexity, and GLOBAL to (gnu packages code).

* gnu/packages/code.scm (cflow, complexity, global): New variables.
* gnu/packages/cflow.scm, gnu/packages/complexity.scm,
  gnu/packages/global.scm: Remove.
* gnu-system.am (GNU_SYSTEM_MODULES): Adjust accordingly.
