gnu: lout: Update phase style.

* gnu/packages/lout.scm (lout)[arguments]: Write phases in-line, use
MODIFY-PHASES syntax, INVOKE, and WITH-DIRECTORY-EXCURSION, and end
phases with #t.  Re-indent the result.
