packages: When possible, use a UTF-8 locale in patch-and-repack. 

* guix/packages.scm (%standard-patch-inputs): Add "locales".
  (patch-and-repack)[builder]: Add 'locales' variable.  When it is true,
  call 'setenv' and 'setlocale'.
