gnu: Add Combinatorial BLAS.

* gnu/packages/maths.scm (combinatorial-blas): New variable.
* gnu/packages/patches/combinatorial-blas-awpm.patch,
gnu/packages/patches/combinatorial-blas-io-fix.patch: New files
* gnu/local.mk(dist_patch_DATA): Add them.
