profiles: Make profile-specific derivations non-substitutable. 

This avoids gratuitous queries of the substituter.

* guix/profiles.scm (ghc-package-cache-file): Pass #:substitutable? #f
  to 'gexp->derivation'.
  (ca-certificate-bundle): Likewise.
  (gtk-icon-themes): Likewise.
  (profile-derivation): Likewise.
  (info-dir-file): Likewise, plus #:local-build? #t.
