syscalls: Wrap TCSA* constants in 'tcsetattr-action' macro.

* guix/build/syscalls.scm (tcsetattr-action): New macro.
(TCSANOW, TCSADRAIN, TCSAFLUSH): Remove.
(tcsetattr): Adjust docstring accordingly.
* tests/syscalls.scm ("tcsetattr"): Adjust accordingly.
