install: Don't start sshd by default.

* gnu/services/ssh.scm (<openssh-configuration>)[%auto-start?]: New
field.
(openssh-shepherd-service): Honor it.
* gnu/system/install.scm (%installation-services): Set '%auto-start?' to
 #f for openssh-service-type.
