gnu: openmpi: Add dependency on SLURM. 

This allows users to run Open MPI programs with 'srun'.

* gnu/packages/mpi.scm (openmpi)[inputs]: Add SLURM.
[arguments]: Add "--with-pmi" to #:configure-flags.
