utils: `set-path-environment-variable' calls `unsetenv' for empty values.

* guix/build/utils.scm (set-path-environment-variable): When VALUE is
  the empty string, call `unsetenv' instead of `setenv'.
* gnu/packages/guile.scm (guile-2.0)[arguments]: Remove `unsetenv'
  trick.
