[arguments]: Remove obsolete FIX-TESTS-PHASE.  Override sphinxbuild in
INSTALL-DOC-PHASE.  Fix PYVER argument.  Use INVOKE instead of SYSTEM*.
[native-inputs]: Remove PYTHON-NOSE.  Add PYTHON-PYTEST and WHICH.
