daemon: Ignore '--keep-failed' for TCP/IP clients.

* nix/nix-daemon/nix-daemon.cc (performOp) <wopSetOptions>: When
'isRemoteConnection' is true, set 'settings.keepFailed' to zero.
* doc/guix.texi (Common Build Options): Document this behavior.
