gnu: coreutils: Update to 8.24.

* gnu/packages/patches/coreutils-dummy-man.patch: Remove file.
* gnu-system.am (dist_patch_DATA): Remove it.
* gnu/packages/base.scm (coreutils): Update to 8.24.  Remove patch.
