gnu: samba: Don't expect configuration files inside the store. 

Fixes <http://bugs.gnu.org/24834>.

* gnu/packages/samba.scm (samba)[arguments]: Add --sysconfdir configure flag.
Add 'disable-etc-samba-directory-creation' phase.
