substitute: Better abbreviate substitute URL in progress report.

Suggested by Danny Milosavljevic <dannym@scratchpost.org>.

* guix/build/download.scm (nar-uri-abbreviation): New procedure.
* guix/scripts/substitute.scm (process-substitution): Use it instead of
'store-path-abbreviation'.
