distro: make-bootstrap: Build glibc without nscd, and with static NSS modules.

* distro/packages/make-bootstrap.scm (%glibc-with-relocatable-system):
  Rename to...
  (%glibc-for-bootstrap): ... this.  Add new configure flags.
