gnu: pkg-config: Provide a cross-build-friendly wrapper.

* gnu/packages/pkg-config.scm (pkg-config): Rename to...
  (%pkg-config): ... this.  Make private.
  (cross-pkg-config, pkg-config-for-target): New procedures.
  (pkg-config): New macro.
