Add `build-expression->derivation'.

* guix/derivations.scm (%guile-for-build): New parameter.
  (build-expression->derivation): New procedure.

* tests/derivations.scm ("build-expression->derivation without inputs",
  "build-expression->derivation with one input"): New tests.
