* gnu/packages/haskell.scm (ghc-vector-algorithms): Update to 0.7.0.4.
[arguments]: Remove unneeded "--allow-newer=vector" configure flag; remove
test-patching phase.
[inputs]: Remove ghc-mwc-random.
