gnu: Add crypto++.

* gnu/packages/crypto.scm (crypto++): New variable.
* gnu/packages/patches/crypto++-fix-dos-in-asn.1-decoders.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
