gnu: make-bootstrap: Adjust for GCC7. 

This is a follow-up to commit 01e8263feb.

* gnu/packages/make-bootstrap.scm (package-with-relocatable-glibc): Add the
GCC7 'treat-glibc-as-system-header' build phase.
